Climate action policies that have been proposed in the 2019 legislative session include the Economic and Climate Resilience Act of 2019 and the Global Warming Solutions Act of 2019.
The Economic and Climate Resilience Act of 2019, known as the Energize RI Act in previous years, would put a price on fossil fuels as they enter the state and return the revenue in the form of direct rebates to Rhode Islanders and clean energy investments. It would help Rhode Island put some of the money we spend on out-of-state fossil fuels to use in state.
The Global Warming Solutions Act of 2019 would set mandatory, enforceable emissions reductions and assign clear accountability for implementing climate action. As Professor Timmons Roberts explained in the Senate hearing of the Global Warming Solutions Act, this bill provides the “what” of climate action, and the Economic and Climate Resilience Act provides the “how”--carbon pricing.
These bills have been heard in both the House and the Senate and are currently waiting for the bill to pass through the Environment Committees to a vote on the House and Senate floors.
